3rd May 2024: Greece: The Ministry of Health has updated the list of notified e-cigarette products. The list now contains 56,870 vapour products, including devices, disposables and refill containers.
3rd May 2024: Serbia: From Wednesday (1st May), the excise duty on e-liquids has been adjusted to align with 2023 inflation and now amounts to RSD10.46 (€0.09) per ml, media reports.
3rd May 2024: Azerbaijan: During a meeting of the parliamentary Agrarian Policy Committee, Emin Hajiyev, a member of parliament (MP) from the governing New Azerbaijan Party, said that requirements should be set on the composition of e-cigarettes in the country, media reports.
30th April 2024: Netherlands: The decision to sell e-cigarettes only in specialist shops starting in 2025 has been postponed to begin in 2026, media reports. Maarten Van Ooijen, state secretary of health, announced the postponement in a letter to the parliament. He said it was not possible for this measure to enter into force in 2025 due to the complexity of the proposal.
30th April 2024: Germany: The Federal Office of Consumer Protection and Food Safety (BVL) has updated the list of notified e-cigarette products, which now contains 370,221 vapour products. Only products notified at least six months ago are listed.
29th April 2024: Russia: Bill 610727-8 has been introduced in the State Duma (lower chamber of parliament) that would amend the existing federal law provisions on advertising. The bill would prohibit the online distribution of data containing offers for the remote retail sale of tobacco and nicotine-containing products. It would further suggest establishing a mechanism for monitoring such information on social networks and a way to prevent access to the information. Online sales of these products are prohibited by federal law; however, lawmakers say information on remote sales is still easily found.
29th April 2024: Luxembourg: The regulation introducing a tax for e-liquids (which are currently not taxed), regardless of their nicotine content, was published in the Official Gazette on 26th April 2024. The regulation introduces a tax of €0.12 per ml, which will enter into force on 1st October 2024.
29th April 2024: Slovenia: Last Friday (26th April), the parliament approved in a second reading, with no votes against, the bill amending the Excise Duty Act to significantly increase the tax applicable to e-cigarettes. The tax for nicotine-containing e-liquids would increase from €0.27 per ml to €0.70 per ml; and for nicotine-free e-liquids, the tax would increase from €0.12 per ml to €0.31 per ml. The bill would enter into force on 1st June 2024.
29th April 2024: Denmark: The Ministry of Health has notified a bill to the European Commission’s TRIS database to amend the Executive Order on Quality, Labelling and Age Control Systems, to reinforce the already existing age-verification mechanisms and impose stricter requirements. The amendment establishes that retailers of electronic cigarettes and refill containers, regardless of nicotine content, must operate an age-control system for remote sales that effectively verifies the buyer’s age. The standstill period finishes on 29th July 2024.
26th April 2024: EU: On Tuesday (23rd April), the European Parliament adopted a proposal for a regulation on ecodesign for sustainable products. With the proposal, we expect the emergence of a digital product passport for devices – a tool that can significantly enhance a product’s end-to-end traceability, complementing the information provided in labels – and other ecodesign requirements, such as requirements for the measure of energy consumption or performance of devices. Once the European Council formally approves it, the proposal can enter into force.
25th April 2024: Netherlands: The National Institute for Public Health and the Environment has published a fact sheet called “Options to make the appearance and functionality of e-cigarettes less appealing”. The publication says that the colour, shape and functionality of an e-cigarette are important features that affect its attractiveness, and by regulating these characteristics, policy-makers can reduce that attractiveness, including for young people. To that end, and to prevent manufacturers from creating and following trends to attract certain audiences, policy-makers may want to consider implementing a standardised design for e-cigarettes.
